What the state adds to the price, and what it lets you verify
Federal rules for cleaning contractors are thin; the expensive differences are state-level. What New Jersey charges in sales tax, whether it licenses cleaning companies at all, and what its wage floor does to National Park labor cost are below with official sources.
Two free marketplace paths: one request brings back multiple vetted cleaning contractors who know they are competing for the account.
New Jersey charges sales tax on commercial cleaning services, so every National Park cleaning invoice carries tax on top of the contract price - 6.625% applies to general home AND office cleaning (janitorial), including window washing, whether or not performed on a regular contractual basis..
New Jersey does not license commercial cleaning companies, so there is no state registry for National Park buyers to check - verification falls to insurance certificates, written scope and references, which is exactly why those three matter here.
New Jersey janitors and cleaners earn a median of $18.09 an hour per federal wage data, which is the labor floor under every National Park cleaning quote - labor is roughly the whole cost structure in this trade.
Most states do not license commercial cleaning companies, which surprises buyers who assume there is a board to check. What New Jersey does or does not require - and what that means for verifying a National Park contractor - is set out below, with the state's own source next to it.
Cleaning is labor, and labor is priced locally. What New Jersey sets as its wage floor, and what janitors in the state actually earn at the median, explain more of the spread between National Park quotes than any vendor's sales pitch does.

What New Jersey adds to a cleaning contract
| Question | New Jersey answer |
|---|---|
| Sales tax on commercial cleaning | Yes - taxable - 6.625% applies to general home AND office cleaning (janitorial), including window washing, whether or not performed on a regular contractual basis. Rug/carpet cleaning and cleaning of upholstered fabrics and draperies are also taxable. No residential-vs-commercial split. (Tax Topic Bulletin S&U-9, Business Purchases) |
| Licence or registration required | No state licence for cleaning companies - No NJ state license for janitorial or commercial cleaning. Businesses file Form NJ-REG with the Division of Revenue and Enterprise Services for a Business Registration Certificate. Home Improvement Contractor registration covers construction-type work, not routine cleaning. |
| Median janitor wage (federal data) | $18.09 per hour |
| State minimum wage | $15.92 |
New Jersey charges 6.625% sales tax on commercial janitorial and window-washing contracts and - contrary to widespread belief - gives no residential exemption, so essentially every cleaning invoice in the state carries tax.

Why New Jersey rules move National Park quotes
Two of the three state variables land directly on your invoice. Sales tax, where a state charges it on cleaning services, is added to every monthly bill - on a mid-size contract that is real money over a year. The wage floor sets the labor cost every bid is built on, which is why identical buildings in different states get materially different quotes. Licensing is the third and it works differently: it does not change the price, it changes what a National Park buyer can verify before signing.
What this means in National Park
A certificate of insurance proves someone had coverage on the day it printed. It confers no rights on you, it does not obligate the insurer to notify you if the policy lapses, and the limits shown may already be partly consumed. Ask for the certificate from the broker, name your entity as additional insured, and re-request it at renewal.

Common questions
How long are commercial cleaning contracts?
Twelve months is the private-sector norm, and automatic renewal is close to universal. The common evergreen wording continues the agreement for successive twelve-month periods without an 'unless you give notice' qualifier, so the exit depends entirely on a separate notice clause - commonly 30 days before the term ends. Calendar that date the day you sign.
Am I liable for the cleaning company's employees?
Usually not, but the boundary matters. Joint-employer liability, where it exists, is joint and several - meaning each employer can be responsible for the full amount of wages owed. Federal labor regulators have proposed guidance indicating that giving routine instructions, monitoring quality, or even asking for a worker to be replaced does not by itself create that status; directly scheduling workers, keeping their time records and controlling hiring and firing points the other way. This is a fact-specific area - ask counsel about your own arrangement.
What does 'bonded and insured' actually mean?
They are two different things and only one behaves like protection. Insurance - general liability, typically $1 million per occurrence, plus workers' compensation - responds to covered claims. A janitorial surety bond covers employee theft but pays only after the employee is criminally convicted, and the cleaning company must reimburse the surety afterward. It is closer to a credit guarantee than to insurance.
Is a certificate of insurance enough proof?
It is a starting point, not proof. The standard certificate states in its own header that it confers no rights upon the certificate holder - it is a snapshot of what was in force the day it was issued, with limits that may already be partly consumed by other claims. Ask the broker to send it directly, have your entity named as additional insured, and re-request it at renewal.
Do I still need pandemic-level disinfection?
Federal guidance now tells buyers to determine whether disinfecting is necessary at all before purchasing disinfectants, and notes that disinfectants - which EPA regulates as pesticides - are more hazardous than plain cleaners. Routine whole-building fogging sold as standard is worth questioning; targeted disinfection of high-touch surfaces where circumstances warrant it is a different conversation.
